Annual Waste Plan Progress Report 2007

The Dublin Waste Management Plan 2005 – 2010 was adopted in November 2005 and outlines the waste management policy and objectives for the Dublin Region.

In keeping with the requirements of Section 22.1 the Dublin Local Authorities have prepared the first Annual Progress Report. The Annual Progress Report outlines the developments in waste management in the Dublin region since the adoption of the Waste Management Plan in 2005.

In November 2007, a draft Annual Progress Report was made available for consultation at the Dublin Local Authorities Waste Management Forum. Submissions and comments were received by three stakeholders. Amendments were made to the final Report. Changes were minor and did not affect the overall key waste quantities and recycling targets that were published in 2007.

Key points from the Annual Report are:

  • The amount of waste produced per household per year has decreased from 1.21 tonnes to 1.12 tonnes.


  • The recycling rate for household waste increased to 28% in 2006. This represents an increase of 12% since 2003.


  • The household Green Bin service has expanded and Brown Bin pilot schemes are currently running in Fingal and Dublin City.


  • Commercial recycling has increased and at the end of 2006 stood at 48%. 


  • Two biological treatment facilities planned for the Dublin region are currently in the planning and procurement process. The anticipated completion date of these facilities is 2009.


  • The construction of a Materials Recovery Facility is currently underway, which will process approximately 100,000 tonnes of waste per year.


  • The Dublin Waste to Energy plant planned for Ringsend is currently in the planning stage and decisions from the Environmental Protection Agency and An Bord Pleanála are expected in the near future.


  • The Fingal Landfill has received a proposed decision waste licence. A decision from An Bord Pleanála is due in the coming weeks.
